  According to Kerr this is a set of 3 surcharges. Kerr is not sure about the village name but T'ou-tao-kou seems the most likely.

This set does not appear in Chan. T'ou-tao-kou appears in Fisher but not on my maps. I can find towns called Santowkow and Laotowkow near Chientao (Yenki). There was a post office called T'ou-tao-kou in Hsinking so perhaps it was there.

These are the only stamps known for this location.

 
These stamps have been identified by using Volume II of the Stamp Catalogue of China by Shui-Hon Chan and the four booklet guide The Local Overprinted Stamps of Manchuria 1945-7 by Allen D Kerr (published 1978 and now out of print). Both works are essential for anyone delving seriously into this subject.
