This is a hard black surcharge often with mis-placed values. The top four characters read 中華民國 Chinese Republic, below these is the surcharge.

In Chiu's Supplement Vol 8. Chapter 2 Page 315 of August 1959. He says this overprint was machine printed on sheets of 100 stamps in Chin Chou by the Sen Yau Printing Press.

$3 on 2f = 600,000
$5 on 10f = 980,000

He states that they were sent to Sui Chung and PO's in Jehol. He added that the 10f Friendship Issue caused offence to the Government in Changchun and they ordered these withdrawn from 1st Feb 1946.

 
These stamps have been identified by using Volume II of the Stamp Catalogue of China by Shui-Hon Chan and the four booklet guide The Local Overprinted Stamps of Manchuria 1945-7 by Allen D Kerr (published 1978 and now out of print). Both works are essential for anyone delving seriously into this subject.
